THE Philippine Statistics Authority (PSA) has recognized Cagayan de Oro as the second highly urbanized city in the country with the highest basic literacy rate, based on the 2024 Functional Literacy, Education, and Mass Media Survey (Flemms).
The city recorded a basic literacy rate of 96.1 percent, the PSA announced.
Basic literacy is defined as the ability to read, write simple messages, and perform basic mathematical tasks.
In addition to its high basic literacy rate, Cagayan de Oro also ranked ninth among highly urbanized cities nationwide in functional literacy, with an 84.4 percent rating.
Functional literacy involves the ability to understand and analyze information, make inferences, and draw conclusions.

Sheila Lumbatan, chief of staff of the city mayor’s office, said the recognition reflects the city’s efforts in education and literacy programs.
“This achievement is a testament to the dedication of our educators, officials, and community in promoting learning,” she said.
The local government, led by Mayor Rolando ‘Klarex’ Uy, expressed its commitment to further improve literacy and education initiatives to benefit all residents of Cagayan de Oro.
